Outputs are not outcomes

"Launch a new customer portal" is an output. "Reduce the average time customers need to resolve common account issues from 18 minutes to under 5 minutes" is an Outcome. The portal may be part of the answer; it is not the result.

VECTOR does not calculate a transformation score or a percentage complete. Activity completion is not organizational change, so the workspace shows evidence, unmet criteria and the decisions leaders actually made.
